Sorry, but you are misinformed. I personally know some of them and they still are setting up new banks in PR.

You mean passport from North Africa? No idea to be honest, if you really need a US LLC I suggest to follow the guidelines and try, worst case you spent $150 for the LLC and I guess you need the Web Page anyway for your business.
