For Dubai it's exactly like that.

This prices are only for the company itself so if you require someone that opens business bank account and personal bank account for you and help with the whole visa application process - pay initial a bit more.

You can do always everything alone but chances are high that you burn money and time without any success especially when it comes to the banks.
