What are some easy residence permits to get where the only real requirement is being an EU citizen. For example, Bulgaria gives 3 year residence permits to EU citizens and it is a fairly easy process. Just need to go to the local immigration office bring your EU passport and health insurance card and in 3 days your permit is issued.

What are you asking exactly? If you are an EU national, you can move around freely in the EU. At most, you need to register as a resident (and get a tax ID).

Or are you looking for options outside of EU where being an EU national is the only requirement? In that case, you have Switzerland and EEA member states (minus Liechtenstein). Otherwise, there are no options, unless we count EU territories that are geographically outside of the EU (mainly certain French territories).
 
Georgia isn't part of the EU. You cannot get residence there simply by being a EU citizen.

Bulgaria is either 1 year (short term) or 5 year (long term) permit and likely they'll become schengen end of the year.

That's exactly what I wanted to write. What's he asking about? Bulgaria is an EU country since 2007 and any EU citizen can move there and stay there for as long as s/he wishes. As EU citizens, all nationals of the Member States of the European Union have the right to move freely within the European Union and to enter and reside in any EU Member State. This right to freedom of movement is guaranteed by Article 21 of the Treaty on the Functioning of the EU (TFEU).
