Hello!

Looking for an anonymous company registration / service.
This is regarding a cryptocurrency ICO 'research project'. Concerned with local restrictions on launching ICOs.

Minimum requirements
- Incorporation as fast as possible.
- 'Anonymous' incorporation (via nominee or otherwise, not being able to google the owner should be good enough).

Ideal extras
- Bank account, or 'simply' access to credit- / debit card to pay for services.

FYI
- This will be a very short-term vehicle (planning to acquire this company's assets through another company).
- Not expecting any significant amount of turnover at all, taxes are not as important here.
- Speed and also anonymity - in that order - are the main concerns.

Q
What information is needed, how much does it cost, can it be paid for with cryptocurrency, and how long would this process take?

If you can avoid the need for a bank account, the process can be quite fast. Bank account is going to add weeks (if not months) to the process, especially if there's an ICO/crypto angle to it.

For a quick incorporation on neutral grounds followed by an M&A event, I'd look at BVI. Very popular for these types of setups.

Setting up a BVI company costs from under 1,000 USD with some bottom of the barrel incorporation mill (without nominees) to a few thousand with a more hands-on service provider like Appleby, Vistra, or Trident Trust (and even more with law firms). Crypto payment is usually not possible with these service providers. That's something you usually only find with cheaper agents/resellers.

I'd speak with the three mentioned (maybe a few others like them). Describe your situation and goal on a call and see what they say.

They will perform due diligence on you, so expect needing to show them certified passport, proof of address, and 1-2 references. Factor that into the time/cost aspect of this project.

Puerto Rico is a quite good option too

Why don't you create a product that generates revenue instead of taking money from people. That seems like a better long term solution.
It's not a rug-pull if that's what you're concerned about.
Also, that is a utility-focused project, so eventually would create some revenue.
There is only valid concern about the ICO itself.

the word ico shows already its outdated and trying to be anonymous on an ico puts instantly a red flag
My apologies for my choice of words, call it ITO then, or pre-sale. Doesn't really make a practical difference though. Got all the information I needed from @Sols 's comprehensive answer. There is a very specific set of regulation around "launching the pre-sale" and "participating in an already launched pre-sale". - Just trying to work around what is given. Take that for what you will. - I came here for advice not to have someone question my intentions given they know zero about them, but nonetheless appreciate the feedback within the average historical context.
 
I can tell you ,you run an annonymous ITO you will collect no money.ITO is also outdated.Currently IEO are having main success as people doesn't trust ITO's anymore because of the massive amount of scam projects.To run an IEO it requires full verification by the exchange of your team which will be displayed publicly

Why hiding if your project is legit ?
You want to publish nominees and think the community won't get it out ?
You actually have any clue how many DD the moderators of bitcointalk make for any new project listing if its a scam or not ?


It sounds more like a quick money grab with no preparation and if it fails your a*s will be hidden.You already prepare for your failure correct ?

There are various reasons you want to hide ownership .
I'm gonna talk about a solution I am developing for some guys one with Uzbekistan passport , 2 from Belarus and 4 from Azerbaijan.
They developed a token for P**N cam and other related adult pages.
They had 3 problems:
a) High risk passports
b)High risk related industry
c)They are from very conservative countries and don't want anyone to find what they were doing.

So I set up everything using a group of european nominees acting as UBOs .
 
One of the most important parts and forgotten parts are to protect your privacy before you form any company or setup any so called anonymous bank account.

People tend to look only on what they want to do rather than see the whole picture.

Protect your Internet connection and device i.e. computer, ipad or whatever you are using to surfe the internet.
