Is it possible to retrieve funds from restriced PayPal account?

On 25th of September in 2021 my PayPal account was restriced with 13500 euros on it.

PayPal explanation was, that I've violated their Rules and Policy.
Live support and email support didn't provide any details on the case. They just froze my funds for 180 days.

And now at 14 of March 2022, PayPal has deducted full amount that was on my account (13500 euros) as a "Payment to PayPal for damages caused by Acceptable Use Policy violation".

And still without providing any details or emailing me.

Woundering is there anything I can do to retrieve my money?

If I knew that this would happen. I would make a refund to all my customers. It's better for them to get back funds, rather than a PayPal.

And maybe you can suggest me a person or a service to fill out the claim against PayPal Europe?

That seems strange unless you had charge backs on all the payments. What were you selling?

My chargeback rate was around 0.001%

For all years I had like 3-4 chargebacks. I was selling sports nutrition
