VAT MOSS For Cyprus Companies

I'm seeing a large amount of Cyprus VAT registered companies selling digital services(hosting) and not charging VAT to EU based customers.

Is there no requirement for them to do this? or is the sales threshold high?

It’s not so good, need to add VAT for hosting services in the EU, because it’s digital product. Buuuut who will to check it?! I hate the VAT MOSS.
