Which EU country allows formation of a company remotely for non residents at similsr speed that a UK LTD or US LLC are formed?
Prefferably with similar cost of a UK LTD formation.

Of course needs to be done remotely
To non resident and without requirements to create E-residency or such.

Just fast / cheap/ remote formation of EU company.
 
Many places are quick if you have local residence or, as you point out, e-residence.

Excluding that, the fastest is probably Ireland. Costs vary a lot, but you can usually get away with a few hundred to around a thousand EUR. Takes about a week or two.

But if speed is key but you don't necessarily need a brand new entity, consider picking up a shelf company instead. Most corporate service providers have a few available. Quite common in Malta and Cyprus. A transfer can be completed within a day or two.

Indeed incorporating with an Estonian e-residency is fast, but getting the e-residency can take two months.

However, suppose you establish a company with a local director without needing to appoint a non-resident board member and only need the shares to be transferred to you or your company.
In that case, it can be done quickly (the court can process things from 1-5 days).
Or you can take over a ready-made company, which has a local director in place.

Estonian regulations allow for waiver of the requirement for notarization of the transfer of the shares, so transferring shares can be done with a simple written contract.
 
Where outside EU do you live. For instant, if you are in Switzerland you can register a company in any EU country, I know that. No problems.

Registering is easy enough in most EU countries, but getting a bank account as a non-resident/non-EU director is another matter. EMI's may work, but depending on the type of business you have, you may need an account with a more 'traditional' bank.

This is similar in most countries.
In most cases when you are incorporating remotely what takes time is organizing apostilled/notarized/translated documents.
Also getting a VAT number takes months in some jurisdictions.

Furthermore, these docs requires apostille / notary sigs or just filling forms and sending by email?

And last, is it a must getting VAT number from day one or only after some revenue generated?

Depending on your citizenship and residency it can be done digital. Required is KYC for all directors and shareholders (passport/id, residential address, email, phone), if a shareholder is not a natural person the timeline will be longer. Depending on the country of residence/citizenship documents may be apostilled, but in any case they need to be in English or Romanian.

VAT is mandatory from EUR65,000 onwards in revenue but can be applied at any time voluntarily. Please note that once a VAT number is issued it becomes mandatory to file VAT reports as well.
