Overstaying 183 days - Spain vs Germany

In the event of overstaying the 183 days that make one a fiscal resident of most countries, and not making the obvious mistakes (getting a tax id, buying a car, having a child, sending children to school, buying real estate, get arrested several times...), and conducting a low-profile life, basically a digital nomad, for 2/3 years.

What is the chances of receiving a letter from the tax office in:
- this one I can answer myself: in Spain, Hacienda will never find out. Spain is primitive country as far as technology goes, so unless you are Shakira, you're good to go.
- in Germany?

If you do not get involved in any criminal activities, the chances are pretty much close to 0. You will maybe get a Wohnungsgeberbestätigung, just leave it and don't register. I would recommend not renting yourself, but flatshare or subrent or something. Just don't rent from somebody that does not care. They will never find out. And if you go to the city hall and register, still nothing happens. You can do this for 2/3 year, they will send you a tax number and the church will send you nice letters, nothing happens.
 
Just moved from germany to spain and I plan to stay all year here. I have rented my apartment through an agency that provides serviced (fully furnished + cleaning service) units all across Spain. There was no need to register and I can pay via credit/debit card every month. All utility bills like internet, water, electric is included as well. I don't plan on opening a bank account or getting a NIE number here either. Basically flying under the radar. Knowing a handful of people who have done it in similar fashion for over 10-15 years. Call it luck, but I rather take my chances than paying an exorbitant amount of tax on my income which is entirely earned online.
If found out the consequence can be harsh (I think - no first hand experience), but since the EU doesn't stamp any passports, who is to say that I have staid here all year long. Sure the counter argument will be to show receipts that you staid somewhere else, but I think even that is 'manageable'.
I still keep a mobile phone number in Germany, which leads me to believe I can say that I traveled back and forth to care for my elderly parents. Other things I can think of would be renting a super cheap room in the country you do not stay in, so you have a rental contract there as well and can say you drive back and forth. Again that leaves the issue of having receipts for your stay in Germany, unless you claim to have paid every meal and everything else in cash.

You want to search the forum for Spain and relocation and Taxes. There is a lot written already about this topic.

I believe either you relocate there and pay what you have to pay in taxes etc. or you take your chances but risk huge fines and penalties should they catch you in you plans.
