Perfect Money vs AdvCash are they the same?

I stumbled over the Perfect Money website, the service lookes similar to what advcash is offering, can they be compared both?

I find perfectmoney totally useless and switched quickly to AdvCash. Not sure if it is only Russians using perfectmoney ?

PM has vouchers, sometimes, the rates and commissions favor use of PM.
I use both.
