If that is your goal, you do not need a country, just a fire -- or a toilet. But you could also try Zimbabwe.

But seriously, some things you cannot be cheap about. For me, it is comfortable shoes. ;) If you choose a country or a company for wealth management based on low-cost it will be far more costly than if you simply paid for the best wealth management firm that suits your needs (within reason). The same with offshore company formation. You will seldom get the best result by choosing an OSP based on cost alone.
