Still reads like there is zero change to their nuclear military doctrine which has never been a first strike policy and always a defensive posture when there is an existential threat to Russia.

Its about Crimea and the leaked german planning of destroying its bridge with Taurus rockets.
Based on the leaked doc such an attack could cause a frist strike.
Russia demanded clear explanation from germany

on march 11th there will be a state duma meeting about this topic and an annoucement published.

Crimea is a big red line for russia.
