Russia can off course negotiate extradition outside of a treaty on case by case basis like a prisoner swap which has happened. And yes Russia does not allow its own citizens to be extradited which is not relevant to this conversation...lol.

You are 100% correct, Martin! I don't know why some OCT users try to derail the conversation and then FAIL to provide and present the evidence totally ignoring the burden of proof doctrine.

I can assert that I did a thorough search on the following three legal websites*** and there isn't a single case of an extradition from Russia to the US. Not once! As a matter of fact, most people who have NEVER been to Russia don't know this, but black Americans flocked to the Soviet Union from the US due to racism in the 1930s: Black in the USSR

BTW, I have been using these 3 legal websites since the early 80s when there was dial-up! On a 300-baud modem! I started to do, among other things, IT work for the legal community as a College of Engineering intl. student in the 80s. Some of us who were reliable (and cheap) were outsourced by our politically connected and privileged professors. (This, on its own, is actually a remarkable & entertaining story of how laws are flouted by lawmakers and the legal community while international students are exploited for pennies of the dollar. rof/% )

About extradition from Ru to USA - can't find it now in Telegram, but saw few cases before.

And yes Russia don't have extradition treaty with USA, but it work on some cases if you not interesting for Russia (or criminal person).

Does this mean that all I need to do is to buy 30m rub of, say, Gazprom shares?

It's looked like you need to make 30m investment to some Russian company, but as I think it's not simple buy Gazprom shares on MOEX.
If you really plan to moving Russia - I can ask lawyer about that way.

As I see most cases is Interpol requests.
When it comes to Interpol requests, it seems that generally you are at the will of the God, as it covers basically the whole world, and is heavily used against political opponents.
Exception is when you have a Russian passport and stay on Russias soil, as Russia's constitution prohibits the extradition of Russian citizens to foreign countries.

When INTERPOL issues a Red Notice, it is alerting its member countries that an individual is wanted by a national jurisdiction, enabling the country where the individual is located to assist in the arrest and possible extradition. It does not equate to an international arrest warrant, and countries are not obligated to arrest someone based on a Red Notice alone. Each country determines for itself what legal value to give a Red Notice within their borders.

In Russia, like in many other countries, an INTERPOL Red Notice is not considered an international arrest warrant. It is rather an advisory notice that someone is wanted for prosecution or to serve a sentence in a participating country.

However, INTERPOL Red Notices are taken seriously in Russia. When Russia receives a Red Notice about a person within its jurisdiction, law enforcement authorities can take it as a basis for provisional arrest, pending further actions such as extradition procedures. In this context, an INTERPOL Red Notice can be seen as a trigger for Russia to begin its own legal processes, such as investigating the person's activities within its jurisdiction, or initiating extradition procedures if a formal extradition request follows from the country that issued the Red Notice.

How do you like living in Russia?
I do enjoy it. I feel like people are more upfront than in the west. It is easier to say the truth in another persons face. Still it is a big country where the culture differs depending on where you are. I also find Russian women very attractive. Also much less leftist/feminist propaganda and people dress and behave normal on streets.

Wehn I was young my father never accepted the "others did it too" justification. I think he was right. Please go to Moscow, live there and trust the Russian government and the legal/financial system. We live in a free world, don't we?

No, I never was accused by anything serious in any parts of the world. i just did not understand what you meant by DOJ of a Western country and I saw no connection with what I wrote about residency in Russia.
- Foreign exchange controls for your money

- Hiding the fact from the financial world that you live in Russia
are enough for me.

On another note 14-16 months ago somebody came with the news that Russia is giving citizenship after a not-too-long residency period, and I was ridiculed when I mentioned the possibility of the military service...

I have a few part-time students (interns) that continue to build a site/database for me with corruption data, injustice data, articles, and case laws around the world. Naming names, following those that do it etc etc. I started working on it since the mid-80s when I noticed it. I started using dBase and then moved to FoxBase etc etc. for those who are also programmers (they'll know).

After what happened to Assange, I am NOT interested in publishing anything. I'll keep building it as a reminder of how corrupt the world is. It keeps me on my toes and agile.

This knowledge has saved me from countless run-ins with the "law". I won't defend ANY regime regardless of the "Halloween costume" they are wearing.

Fortunate as you may be, your fortune comes with an unfortunate side, for such exepriences unveil the true essence of what we refer to as the "state”.
My comment had nothing to to do with the Western world, I just wanted to mention some disadvantages nothing more nothing less. I was ridiculed 18 months ago when I said that military service might be a problem... But why should I care? I have no problem if you move to Moscow, enjoy life! But do not complain please if something goes wrong :)
