UK if you have a sponsor (either someone you know or anyone willing). Yes, Brexit etc, but in terms of getting a job for both parents, getting a good education for kids and acquiring citizenship in like 6 years it's a strong option.
Ireland - the same, but with a twist. If you are in IT - it will be great, otherwise it's tricky to find a job anywhere but low-paid manual labour.
South EU - OK if you are retired/plan to retire soon or can work remotely. Portugal is a bit easier because many speak English and you can find some good international schools.
Don't know a thing about Canada except its crazy leftist policies.
Also you might consider Poland, if you speak Ukrainian - you will start speaking Polish in 3-6 months, culturally, ethnically PL is very close to UA, there are like millions of Ukrainians there already, so easier to blend in.
